In July 2017, Stephen Walt wrote Top 10 Signs of Creeping Authoritarianism Revisited to examine the extent to which criminal Fuhrer Trump* and the Republican Reich were conforming to authoritarianism, the neo-Nazi model.  Here is what he found.

0803Authoritarianism

Shortly after Donald Trump was elected, I wrote a column listing possible “warning signs” of democratic breakdown under his leadership. A few other people did, too. I wasn’t predicting Trump would become a dictator — although some of his statements and actions during the campaign were worrisome; the column was simply a checklist of warning signs that would tell us how well U.S. political institutions were holding up in unusual circumstances (and with a most unusual president).

We’re now a bit more than six months into Trump’s presidency, and it is high time to review the list and see how America is doing. Has Trump undermined America’s constitutional order? Is he consolidating executive power the way democratically elected leaders such as Russia’s Vladimir Putin and Turkey’s Recep Tayyip Erdogan have? Or are U.S. institutions holding up reasonably well, either because they have proved to be surprisingly resilient or because Trump has been less adept at politics than he claimed to be?The record is mixed. Although some of the warning signs are flashing red, others are glowing yellow (at worst), and one or two don’t seem that worrisome at all. My worst fears of further democratic breakdown have not been confirmed — thus far — though in some cases it is not for want of trying.

Grab your No. 2 pencil and go down my original list. Feel free to keep score at home.

1. Systematic efforts to intimidate the media: Check

There’s little doubt that Trump and his associates have repeatedly tried to intimidate mainstream media organizations, whether through tweets deriding the supposedly “failing” New York Times, the repeated references to the “Amazon Washington Post,” or White House chief strategist and former Breitbart head Stephen Bannon’s referring to media organizations as “the opposition party.” Trump and Fox News also falsely accused the Times of thwarting efforts to kill or capture top Islamic State leaders, and the White House has arbitrarily excluded reporters of some organizations from press pools, press conferences, and other events. The obvious message: Play ball with us a bit more or expect to be marginalized. And that’s just a small sample of Trump’s war on the press.

But, on the other hand, these efforts don’t seem to be working very well. A few media organizations have made ritual acts of appeasement (e.g., CNN keeps hiring Trump apologists as on-air talent), but Trump’s presidency has given most media organizations a renewed sense of purpose and a growing audience. And the administration’s continued shenanigans, conflicts of interest, ever-changing rationalizations, and sheer buffoonery have created a target-rich environment: The same outrageous behavior that helped boost Trump’s 2016 campaign has given the media a mother lode of material to mine and an eager audience for everything they can dig up. So the good news is that while Trump clearly likes to browbeat media outlets that aren’t reliably in his corner and would undoubtedly like to discredit them, his efforts to date have mostly failed.

2. Building an official pro-Trump media network: Partial check.

Back in November, I speculated that Trump might “use the presidency to bolster media that offer him consistent support” or even try to create a government-funded media agency to disseminate pro-Trump propaganda. There’s little doubt Trump has tried to favor outlets that embrace him, which is why the White House gave press credentials to the right-wing blog Gateway Pundit and has given the reliably wacky and pro-Trump Breitbart privileged access. And as one might expect, the Trump administration has backed the expansion plans of the conservative Sinclair Broadcast Group. Apart from the White House press office itself (which has been a train wreck from Day One), there’s no sign that the president intends to build a publicly funded pro-Trump media organization. But with Fox News and Sinclair and the various alt-right websites in his corner, he may not need one.

3. Politicizing the civil service, military, National Guard, or the domestic security agencies: Partial check.

An obvious counterweight to executive overreach are career civil servants who remain sensitive to precedents, have lots of expertise, and tend to follow the rule of law. And as Samuel Huntington pointed out many years ago, an important barrier to excessive militarization is having a professional military whose direct political role is limited. My concern in 2016 was the possibility that Trump would try to politicize the civil service in various ways or turn the military and the intelligence and domestic security agencies into tools of the White House instead of independent defenders of the Constitution.

Once again, I’d score this one as mixed. Trump has tried to put his stamp on key government agencies by demanding that senior officials resign or by firing people who declined to do his bidding, such as (now former) Deputy Attorney General Sally Yates and FBI Director James Comey. He has declined to make top appointments in a number of agencies, at one point telling Fox News, “A lot of those jobs, I don’t want to appoint, because they’re unnecessary.” And if Comey and others are to be believed (and, on this issue, I think they are), Trump seems to think civil servants and his own appointees should be more loyal to him than to the Constitution, even though it is the latter they swore an oath to defend. Trump has also questioned the integrity of the nonpartisan and highly respected Congressional Budget Office, and he crossed another line last weekend by telling uniformed military personnel to call Congress and lobby for his defense spending and health care proposals.

But there’s a silver lining here, too: You can’t run the federal government without lots of help, and most people don’t like being dissed and intimidated by a group of wealthy insiders who clearly view them with contempt and seem to regard the country as their personal plaything. Combine that with Trump’s world-class ability to sow divisions within his own team, and you have a recipe for the veritable Niagara of leaks that have made life easier for journalists and kept the White House scrambling from scandal to scandal. (Of course, the White House could have avoided all this by telling the truth from the start and by learning how to fill out security clearance forms properly the first time.) As with his effort to intimidate the media, in short, thus far Trump’s desire to get the government bureaucracy to dance to his tune hasn’t gone so well…

Of the ten, Walt rated five as check, three as partial, and two as little or none.  Three years and a month later, I rate all ten as check or check plus.

Yesterday Brian Stetler reported the same theme.

Both Walt and Stetler are spot on, with one exception.  The authoritarianism of the Republican Reich, with or without Trump*, does not creep.  It stampedes!

From NPR: It’s hard to believe that the hole President Trump dug for himself could get deeper, but it has.

A record and widening majority of Americans disapprove of the job he’s doing when it comes to handling the coronavirus pandemic; he gets poor scores on race relations; he’s seen a suburban erosion despite efforts to win over suburban voters with fear; and all that has led to a worsened outlook for Trump against Democrat Joe Biden in the presidential election.

As a result, in the past month and a half, the latest NPR analysis of the Electoral College has several states shifting in Biden’s favor, and he now has a 297-170 advantage over Trump with exactly three months to go until Election Day.

From NY Times: Welcome to the next election battleground: the post office.

President Trump’s yearslong [sic] assault on the Postal Service and his increasingly dire warnings about the dangers of voting by mail are colliding as the presidential campaign enters its final months. The result has been to generate new concerns about how he could influence an election conducted during a pandemic in which greater-than-ever numbers of voters will submit their ballots by mail…

…But they are warning that a huge wave of ballots could overwhelm mail carriers unless the Postal Service, in financial difficulty for years, receives emergency funding that Republicans are blocking during negotiations over another pandemic relief bill.

At the same time, the mail system is being undercut in ways set in motion by Mr. Trump. Fueled by animus for Jeff Bezos, the founder of Amazon, and surrounded by advisers who have long called for privatizing the post office, Mr. Trump and his appointees have begun taking cost-cutting steps that appear to have led to slower and less reliable delivery.

For decades Republican SOP has been to intentionally cause crises and to blame Democrats for their effects.  RESIST!!

From Vanity Fair: …Kushner’s team hammered out a detailed plan, which Vanity Fair obtained. It stated, “Current challenges that need to be resolved include uneven testing capacity and supplies throughout the US, both between and within regions, significant delays in reporting results (4-11 days), and national supply chain constraints, such as PPE, swabs, and certain testing reagents.”

The plan called for the federal government to coordinate distribution of test kits, so they could be surged to heavily affected areas, and oversee a national contact-tracing infrastructure. It also proposed lifting contract restrictions on where doctors and hospitals send tests, allowing any laboratory with capacity to test any sample. It proposed a massive scale-up of antibody testing to facilitate a return to work. It called for mandating that all COVID-19 test results from any kind of testing, taken anywhere, be reported to a national repository as well as to state and local health departments.

And it proposed establishing “a national Sentinel Surveillance System” with “real-time intelligence capabilities to understand leading indicators where hot spots are arising and where the risks are high vs. where people can get back to work.”

By early April, some who worked on the plan were given the strong impression that it would soon be shared with President Trump and announced by the White House. The plan, though imperfect, was a starting point. Simply working together as a nation on it “would have put us in a fundamentally different place,” said the participant.

But the effort ran headlong into shifting sentiment at the White House. Trusting his vaunted political instincts, President Trump had been downplaying concerns about the virus and spreading misinformation about it—efforts that were soon amplified by Republican elected officials and right-wing media figures. Worried about the stock market and his reelection prospects, Trump also feared that more testing would only lead to higher case counts and more bad publicity. Meanwhile, Dr. Deborah Birx, the White House’s coronavirus response coordinator, was reportedly sharing models with senior staff that optimistically—and erroneously, it would turn out—predicted the virus would soon fade away.

Against that background, the prospect of launching a large-scale national plan was losing favor, said one public health expert in frequent contact with the White House’s official coronavirus task force.

Most troubling of all, perhaps, was a sentiment the expert said a member of Kushner’s team expressed: that because the virus had hit blue states hardest, a national plan was unnecessary and would not make sense politically. “The political folks believed that because it was going to be relegated to Democratic states, that they could blame those governors, and that would be an effective political strategy,” said the expert….

A Republican to Republicans

The following is an editorial by MSNBC Republican host, Joe Scarborough.  It is obviously directed to Republicans, but I can’t resist sharing it with you as well.  If I had a nickel for every time I’ve disagreed with Joe over the years, I could finance a luxurious retirement for us all, but this time, I could not agree more.

What a tremendous burden it must be for you to still be defending President Trump. You have called yourself a constitutional conservative for decades, but now you sit silently as the president pushes to move this year’s election because he might lose. Even some Republican senators are speaking up. Why aren’t you?

Trump remembers how you ran interference for him when he claimed unlimited powers under Article II of the Constitution, so he thinks you will stay quiet. Remember your silence after Charlottesville? You eventually mustered the nerve to claim Trump never preached moral equivalence between torch-carrying Nazis and protesters. How unthoughtful it was of David Duke to expose you by praising the president’s putrid performance and thanking Trump for his “honesty and courage to tell the truth.” The former Ku Klux Klan grand wizard even bragged to reporters that Charlottesville represented a “turning point” for white nationalism. “We are going to fulfill the promises of Donald Trump,” Duke proclaimed. “That’s why we voted for [him].”

Ouch. That one had to sting, but you kept on defending Donald…

…By this time, you began mindlessly regurgitating the former reality TV host’s propaganda about the “Russian hoax,” and hoped Americans would be stupid enough to ignore the mountains of damning evidence against Trump. Your singular focus turned to the Steele dossier’s most lurid tales, and you believed then, and now, that Christopher Steele’s fantastical claims could erase a multitude of Trump’s sins. You repeated the lies of Attorney General William P. Barr and South Carolina Sen. Lindsey O. Graham when they falsely claimed the FBI’s investigation began with Steele’s dossier. And you kept repeating this idiotic defense even after it became painfully evident that Trump’s team welcomed Russia’s interference in American democracy and then tried to cover it up. You still refuse to criticize the Trump team’s use of material stolen by Russia during the last month of the campaign, just like you and your president continue turning a blind eye to any Russian bounties.

None dare call it treason, but perhaps one day they will.   [emphasis added]

When criminal Fuhrer Trump* looks ahead to November, his prospects could not look more bleak.  His Republican plague is sweeping the nation and even traditional Republicans are not buying his lies that it’s Obama’s, the Democrat’s, China’s, anyone but his fault.  The economy, his so-called “pride and joy”, is worse than it was in the great depression.  The polls are so bad that even Putin [R-RU] can’t steal this one for him.  But he and the Republican Party still seek to establish a permanent, totalitarian, plutocratic 5th Reich, in which elections exist for show only.

When Joe Biden mentioned the possibility that Donald Trump would try to “kick back the election somehow” back in April, Washington Post pundit Henry Olsen was aghast. He called Biden’s statement an “unfounded accusation” and said this was “not only clearly over the line but also unmasks how low the supposedly moderate Biden will go to win.”

Olsen better be prepping that apology, because on Thursday morning Trump extended his rant about mail-in voting to the place where it was obviously going all along. After repeating his previous lies about mail-in voting being “inaccurate and fraudulent,” Trump delivered the punch line. Rather than allow mail-in voting, why not, Trump suggested: “Delay the Election until people can properly, securely and safely vote.” That safety would, presumably, be entirely up to Trump. Meaning that Election Day would be the second Tuesday after never.

As The Washington Post points out, Trump cannot actually change the date of the federal elections. Though Trump may believe that Article II provides godlike powers, picking the date for federal elections is actually the role of Congress. And that date is already set. Congress doesn’t have to vote to have the election on Nov. 3; it would have to vote to change it to any other date.

Still, this isn’t as comforting as it should be. Now that Trump has made an official salvo down the delay path, it’s certain not to be the last. And it’s easy to believe that Sen. Mitch McConnell and the other Senate Republicans who voted to give Trump a free pass on bribing foreign countries into lying about his opponent would happily go along with this scheme. After all, for McConnell, every day the election is delayed is another day in which a Supreme Court opening might occur.

Naturally, the Democratically-led House wouldn’t go along with this, but that’s still no guarantee. Trump doesn’t have to actually delay the election so much as delegitimize it. That’s the purpose of all his rants against mail-in voting in the first place: To raise doubts about the outcome of the election and position Trump to deny the results, no matter how clear. It’s quite easy to imagine Donald Trump pounding the podium in November, claiming that only those votes cast in a voting booth on that date really count. Or even that the whole date is “not legitimate.” Because he says so. And it’s extremely easy to imagine Ted Cruz, and Lindsey Graham, and McConnell backing that play…  [emphasis added]

Yesterday criminal Fuhrer Trump* must have felt anxious over watching his chances to steal the 2020 election slip through the fingers on his tiny hands.  In an attempt to circumvent that probability, he dusted off his PhD in Bullshitology.  True to form, he piled it higher and deeper.

0722TrumpVirus

President Trump acknowledged on Tuesday that the coronavirus pandemic was growing more severe in the United States and endorsed mask wearing in a shift after weeks of playing down the seriousness of the crisis that has killed more than 140,000 Americans.

Rather than just “embers” of the virus, as he has repeatedly characterized recent outbreaks afflicting much of the country, Mr. Trump conceded that there were now “big fires,” particularly in Florida and elsewhere across the South and West. He vowed to press a “relentless” campaign to curb the spread without offering any new specific plans for how to do so.

“It will probably, unfortunately, get worse before it gets better,” Mr. Trump told reporters as he resumed the televised coronavirus briefings that he had called off in late April. “Something I don’t like saying about things, but that’s the way it is. It’s what we have.”

The president’s shift had its limits, however, as he again congratulated himself on his handling of the pandemic, admitted no missteps and made a number of specious claims. He included none of his public health experts in the briefing and falsely asserted that he had never resisted wearing a mask. And he contradicted his own press secretary, who had told reporters just hours earlier that the president was sometimes tested for the virus multiple times a day; in fact, he said, he has never been tested more than once in a single day… [emphasis added]
