The House legislation, however, is missing two vital provisions that are in <a href=\"http:\/\/www.nytimes.com\/2012\/02\/03\/us\/politics\/senate-approves-ban-on-insider-trading-by-congress.htm\" target=\"_blank\">the Senate bill that won overwhelming approval last week<\/a>.<\/p>\n<p>The first provision requires that members of the budding \u201cpolitical intelligence\u201d industry \u2014 that sells information gleaned from private talks with lawmakers and staffers \u2014 register like lobbyists and disclose Hill activities.
