The new law fulfilled Republicans long-held desire to (in the words of President Clinton) \u201cend welfare as we know it\u201d by creating the Temporary Assistance for Needy Families (TANF) <a href=\"http:\/\/www.offthechartsblog.org\/tanf15\/\" target=\"_blank\">\u201cblock grant\u201d program<\/a>. <\/p>\n<p>The reform <strong>achieved its goal of reducing the number of families receiving federal aid<\/strong>: in the process, it also <a href=\"http:\/\/prospect.org\/cs\/articles?article=happy_birthday_welfare_reform\" target=\"_blank\">shredded<\/a> America\u2019s ability to help its neediest families during an economic downturn. The nonpartisan Center on Budget and Policy Priorities has released a <a href=\"http:\/\/www.offthechartsblog.org\/tanf15\/\" target=\"_blank\">series of charts<\/a> illustrating that <strong>TANF has failed to keep pace with the needs of struggling American families, especially during this long and difficult recession<\/strong>: [see graph]. <\/p>\n<p>The number of low-income families receiving welfare has <strong>fallen from 68 percent in 1996 to 27 percent<\/strong> today. As the American Prospect\u2019s Jake Blumgart noted, unlike the old system, which could respond to greater need when the economy went south, the TANF block grant program \u201cprovides an <strong>annual lump sum<\/strong> of $16.6 billion, with <a href=\"http:\/\/prospect.org\/cs\/articles?article=happy_birthday_welfare_reform\" target=\"_blank\">no allotted increases<\/a> for recession, population growth, or rises in the cost of living.\u201d <strong>It has even failed to keep up with inflation.
