{"id":517,"date":"2010-01-19T02:49:00","date_gmt":"2010-01-19T10:49:00","guid":{"rendered":"http:\/\/www.politicsplus.org\/blog\/?p=517"},"modified":"2010-01-19T02:49:00","modified_gmt":"2010-01-19T10:49:00","slug":"plan-b","status":"publish","type":"post","link":"https:\/\/www.politicsplus.org\/blog\/2010\/01\/19\/plan-b\/","title":{"rendered":"Plan B"},"content":{"rendered":"<p>In a few hours, Massachusetts voters will start heading to the polls to determine whether or not Martha Coakley or Scott Brown will fill the Senate seat previously held by Teddy Kennedy.&#160; If, God forbid, Brown should win, health care reform could be in immediate jeopardy.&#160; To prepare you for that possibility, here is one way forward that we may see, and it\u2019s best to understand it in advance, just in case\u2026<\/p>\n<blockquote>\n<p><font color=\"#000000\"><a href=\"http:\/\/s217.photobucket.com\/albums\/cc83\/TomCat1948or2\/Blog%202010\/J-M\/PlanB_1E7E\/PlanB.jpg\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" style=\"border-right-width: 0px; margin: 0px 0px 0px 10px; display: inline; border-top-width: 0px; border-bottom-width: 0px; border-left-width: 0px\" title=\"PlanB\" border=\"0\" alt=\"PlanB\" align=\"right\" src=\"http:\/\/s217.photobucket.com\/albums\/cc83\/TomCat1948or2\/Blog%202010\/J-M\/PlanB_1E7E\/PlanB_thumb.jpg\" width=\"244\" height=\"176\" \/><\/a> A new way forward on health care is gaining some traction among Democrats, who are preparing for the possibility that Democrat Martha Coakley will lose her bid to replace Ted Kennedy in the Senate, costing Democrats their 60th vote, which they&#8217;ll need to overcome the filibuster. <\/font><\/p>\n<p><font color=\"#000000\">The House has been preparing to tweak the Senate bill with a package of amendments based on a deal reached last week with organized labor, send it back to the upper chamber for final passage, and claim victory. But Coakley could well lose her race, depriving Democrats of the 60th vote they&#8217;d need to overcome a filibuster, and that unthinkable possibility is forcing party leaders to consider a Plan.<\/font><\/p>\n<p><font color=\"#000000\">As I noted last week, the House<\/font> <a href=\"http:\/\/tpmdc.talkingpointsmemo.com\/2010\/01\/swallow-it-whole-how-democrats-could-pass-health-care-without-coakleys-vote.php\" target=\"_blank\">could simply pass the Senate bill unchanged<\/a><font color=\"#000000\">, and Obama could sign reform into law. As recently as last week, a number of high-profile Democrats were saying that would never fly. But many are now suggesting that the House might still pull through,<strong> <i>if<\/i> House members are promised that the deal they agreed to last week will be passed separately&#8211;and quickly&#8211;through the filibuster-proof budget reconciliation process<\/strong>.<\/font><\/p>\n<p><font color=\"#000000\">Jim Manley, spokesman for Senate Majority Leader Harry Reid,<\/font> <a href=\"http:\/\/www.boston.com\/news\/nation\/washington\/articles\/2010\/01\/18\/with_mass_senate_seat_in_jeopardy_democrats_seek_health_options?mode=PF\" target=\"_blank\">told the Boston Globe<\/a><font color=\"#000000\">, the idea is &quot;well within the scope of the rules of the Senate,&quot; and, indeed, the deal with labor is largely a change to the tax structure of the bill, which is the sort of issue the reconciliation process is designed to address.<\/font><\/p>\n<p><font color=\"#000000\">But there&#8217;s another, extremely important X-factor.<\/font><\/p>\n<p><font color=\"#000000\">Even if progressives can be convinced, in light of the Massachusetts curveball, to hold tight and pass the Senate bill, there&#8217;s still the question of whether vulnerable members (freshmen, sophomores, red-state Democrats) will react to the loss of Kennedy&#8217;s seat in sky-Blue Massachusetts with panic, and rush for the exits\u2026 [<em>emphasis added<\/em>]<\/font><\/p>\n<\/blockquote>\n<p>Inserted from &lt;<a href=\"http:\/\/tpmdc.talkingpointsmemo.com\/2010\/01\/plan-b-democrats-consider-how-to-pass-health-care-if-coakley-loses.php\" target=\"_blank\">TPM<\/a>&gt;<\/p>\n<p>I think that alternative is a better one that allowing the GOP to defeat the bill altogether, and as long as the reconciliation deal is clearly spelled out, I could go along with this approach.<\/p>\n<p>However, a far better solution would be for Coakley to win.&#160;
