The Washington Times reports:<\/font><\/p>\n<p style=\"line-height: normal; margin: 0in 0in 0in 0.375in; font-family: \" align=\"left\"><font style=\"font-size: 12pt\">House Majority Leader Eric Cantor said Monday that if Congress passes an emergency spending bill to help Missouri\u2019s tornado victims, <span style=\"text-align: left\"><strong>the extra money will have to be cut from somewhere else<\/strong><\/span>.<\/font><\/p>\n<p style=\"line-height: normal; margin: 0in 0in 0in 0.375in; font-family: \" align=\"left\"><font style=\"font-size: 12pt\">\u201c<span style=\"text-align: left\"><strong>If there is support for a supplemental, it would be accompanied by support for having pay-fors to that supplemental<\/strong><\/span>,\u201d Mr. Cantor, Virginia Republican, told reporters at the Capitol. The term \u201cpay-fors\u201d is used by lawmakers to signal cuts or tax increases used to pay for new spending.<\/font><\/p>\n<p style=\"line-height: normal; margin: 0in; font-family: \" align=\"left\"><font style=\"font-size: 12pt\">In 2005, Republicans criticized then-House Majority Leader Tom DeLay (R-TX) for his willingness to fund relief in the wake of Hurricane Katrina by adding to the deficit. \u201cIt is right to borrow to pay for it [propaganda sheet delinked],\u201d he said at the time, explaining that cuts could \u201cattack\u201d the economy&#8230;
