He said the DOJ considered the state\u2019s \u201cploy\u201d to be an \u201copen threat to the rule of law.\u201d Netter later said Texas was \u201cappointing vigilante bounty hunters\u201d to enforce an anti-abortion measure that state actors would be immediately be blocked by a federal judge from enforcing on their own under the color of law.
