Al Franken (D-MN), acting on the orders of the Senate leadership, refused to grant Sen. Joe Lieberman (I-CT) \u201c<\/font><a href=\"http:\/\/thinkprogress.org\/2009\/12\/17\/franken-lieberman-minute\/\" target=\"_blank\">an additional moment<\/a><font color=\"#000000\">\u201d to continue speaking on the Senate floor after his 10 minutes expired. Franken\u2019s objection caused Sen. John McCain (R-AZ) to groan about how Franken\u2019s move was unprofessional, unprecedented, and disrespectful:<\/font><\/p>\n<p style=\"margin: 0in 0in 0in 0.375in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">McCAIN: <span style=\"font-weight: bold\">I\u2019ve been around here 20-some years. First time I\u2019ve ever seen a member denied an extra minute or two to finish his remarks. \u2026 I just haven\u2019t seen it before myself.<\/span> And I don\u2019t like it. And I think it harms the comity of the Senate not to allow one of our members at least a minute. I\u2019m sure that time is urgent here, but I doubt that it would be that urgent.<\/font><\/p>\n<p style=\"margin: 0in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">Unfortunately, McCain\u2019s memory is suffering. In fact, McCain has engaged in the very same behavior that he was criticizing Franken for yesterday.<\/font><\/p>\n<p style=\"margin: 0in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">On October 10, 2002 \u2014 just ahead of the looming mid-term elections \u2014 the Senate rushed a debate on a war authorization giving President Bush the power to use force against Iraq. The resolution ultimately passed the Senate after midnight<\/font> <a href=\"http:\/\/en.wikipedia.org\/wiki\/Iraq_Resolution\" target=\"_blank\">on an early Friday morning by a vote of 77-23<\/a><font color=\"#000000\">. <\/font><\/p>\n<p style=\"margin: 0in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">During the course of the frenzied floor debate, then-Sen. Mark Dayton (D-MN) spoke in favor of <\/font><a href=\"http:\/\/www.senate.gov\/legislative\/LIS\/roll_call_lists\/roll_call_vote_cfm.cfm?congress=107&amp;session=2&amp;vote=00234\" target=\"_blank\"><font color=\"#000000\">an amendment offered by Sen. Robert Byrd<\/font><\/a><font color=\"#000000\"> (D-WV) that would have restricted Bush\u2019s constitutional powers to wage war against Iraq. After a minute and a half, Dayton ran out of time,<\/font> <a href=\"http:\/\/cns.miis.edu\/cr\/021014sd.htm\" target=\"_blank\">prompting this exchange<\/a><font color=\"#000000\">:<\/font><\/p>\n<p style=\"margin: 0in 0in 0in 0.375in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">The PRESIDING OFFICER. The Senator\u2019s time has expired. <\/font><\/p>\n<p style=\"margin: 0in 0in 0in 0.375in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">Mr. DAYTON. <span style=\"font-weight: bold\">I ask for unanimous consent that I have 30 seconds more to finish my remarks. <\/span><\/font><\/p>\n<p style=\"margin: 0in 0in 0in 0.375in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">Mr. McCAIN. <span style=\"font-weight: bold\">I object.<\/span><\/font><\/p>\n<p style=\"margin: 0in; font-family: calibri; font-size: 11pt\"><font color=\"#000000\">Byrd stepped in to grant Dayton time to finish his remarks. But just moments later, Byrd asked for more time to speak for himself.
