Jan Brewer, the RepubliCare Death Angel, has found a way to cover, she says, the 94 people needing transplants she defunded, killing two to date.&#160; She is including them in an $151 million \u201cuncompensated care pool\u201d.&#160; To pay for it, she wants to kick 280,000 people off Medicaid and kill the Medicaid funding for 5,200 seriously mentally ill adults.&#160; All of these go into the same pool.&#160; How such a pool works is that doctors who wish to participate treat people covered by the pool, they do so and apply for payment.&#160; If there is money available, they get paid.&#160; If not, they don\u2019t.&#160; With too many people competing for too little funding, doctors will only be reimbursed a small part of the cost of their services, so few will participate.&#160; Those needing organ transplants will not get them and die.&#160; Some of the 280,000 she wants to kick off Medicaid will die from lack of care. Jan Brewer and the state legislature decided to save a relatively paltry sum of public money by refusing to pay for life-saving transplants for 98 patients (two of whom have died in the interim). After months of unrelenting bad publicity, Brewer <\/font><\/font><\/span><font style=\"font-size: 9pt\"><a style=\"text-align: left\" href=\"http:\/\/thinkprogress.org\/2011\/01\/20\/brewer-transplant-medicaid\/\" target=\"_blank\"><font color=\"#0066cc\">has relented<\/font><\/a><\/font><span style=\"text-align: left\"><font style=\"font-size: 9pt\" color=\"#242424\">.<\/font><\/span><\/p>\n<p style=\"line-height: normal; margin: 0in 0in 0in 0.375in; font-family: \" align=\"left\"><span style=\"text-align: left\"><font color=\"#222222\"><font style=\"font-size: 9pt\">In the <\/font><\/font><\/span><font style=\"font-size: 9pt\"><a style=\"text-align: left\" href=\"http:\/\/azgovernor.gov\/documents\/AZBudget\/2012\/FY2012_ExecBudget_Summary.pdf\" target=\"_blank\"><font color=\"#0066cc\">executive summary<\/font><\/a><span style=\"text-align: left\"><font color=\"#222222\"> of her budget proposal for fiscal years 2012 and 2013, Brewer has proposed setting up a $151 million \u201c<\/font><\/span><a style=\"text-align: left\" href=\"http:\/\/www.bloomberg.com\/news\/2011-01-19\/arizona-governor-moves-to-restore-organ-transplant-funding-after-protests.html\" target=\"_blank\"><font color=\"#0066cc\">uncompensated-care pool<\/font><\/a><\/font><span style=\"text-align: left\"><font style=\"font-size: 9pt\" color=\"#222222\"> to pay health-care providers for \u2018life-saving\u2019 procedures\u201d like the transplants. <\/font><\/span><\/p>\n<p style=\"line-height: normal; margin: 0in; font-family: \" align=\"left\"><span style=\"text-align: left\"><font color=\"#242424\"><font style=\"font-size: 9pt\">That&#8217;s the good news, though the fund has not yet been created and there are still nearly 100 people on the transplant list and it very well could be too small to cover the need. What&#8217;s more, the new uncompensated-care pool doesn&#8217;t come <\/font><\/font><\/span><font style=\"font-size: 9pt\"><a style=\"text-align: left\" href=\"http:\/\/www.bloomberg.com\/news\/2011-01-19\/arizona-governor-moves-to-restore-organ-transplant-funding-after-protests.html\" target=\"_blank\"><font color=\"#0066cc\">without strings<\/font><\/a><\/font><span style=\"text-align: left\"><font style=\"font-size: 9pt\" color=\"#242424\">.<\/font><\/span><\/p>\n<p style=\"line-height: normal; margin: 0in 0in 0in 0.375in; font-family: \" align=\"left\"><font style=\"font-size: 9pt\" color=\"#222222\">The governor\u2019s plan calls for <span style=\"text-align: left\"><strong>removing 280,000 mostly childless adults<\/strong><\/span> from Medicaid. That would slash $541.5 million in general-fund spending next year, according to the summary.<\/font><\/p>\n<p style=\"line-height: normal; margin: 0in 0in 0in 0.375in; font-family: \" align=\"left\"><font color=\"#222222\"><span style=\"text-align: left\"><strong><font style=\"font-size: 9pt\">Cutting 5,200 \u201cseriously mentally ill individuals\u201d from Medicaid<\/font><\/strong><\/span><font style=\"font-size: 9pt\"> would lower spending by $79.8 million. The governor proposed $10.3 million in prescription-drug funding to offset the eliminated coverage&#8230;.<\/font><\/font><\/p>\n<p style=\"line-height: normal; margin: 0in 0in 0in 0.375in; font-family: \" align=\"left\"><font style=\"font-size: 9pt\" color=\"#222222\">The pool won\u2019t be big enough to guarantee transplants because taking people out of Medicaid will create a surge in hospital patients who can\u2019t afford to pay, according to Sarah Muench, a spokeswoman for Representative Anna Tovar.
