{"id":38369,"date":"2019-12-07T09:27:34","date_gmt":"2019-12-07T17:27:34","guid":{"rendered":"https:\/\/www.politicsplus.org\/blog\/?p=38369"},"modified":"2019-12-07T09:27:34","modified_gmt":"2019-12-07T17:27:34","slug":"voting-rights-is-dead-until-2021","status":"publish","type":"post","link":"https:\/\/www.politicsplus.org\/blog\/2019\/12\/07\/voting-rights-is-dead-until-2021\/","title":{"rendered":"Voting Rights is Dead until 2021"},"content":{"rendered":"<p><font color=\"#0000ff\">I&#8217;m pleased that House Democrats, aided by a single,solitary Republican, passed the Voting Rights Enhancement Act.&nbsp; It updates the Voting Rights Act to restore it to its former state, before SCROTUS (Republican Anti-Constitutional VD) allowed the Republican Party to disenfranchise millions of Black, Latino, and other minority voters<\/font><\/p>\n<blockquote>\n<p><img loading=\"lazy\" decoding=\"async\" title=\"1207Voting Rights\" style=\"border-left-width: 0px; border-right-width: 0px; background-image: none; border-bottom-width: 0px; float: none; padding-top: 0px; padding-left: 0px; margin-left: auto; display: block; padding-right: 0px; border-top-width: 0px; margin-right: auto\" border=\"0\" alt=\"1207Voting Rights\" src=\"https:\/\/www.7thstep.org\/blog\/wp-content\/uploads\/2019\/12\/1207Voting-Rights.jpg\" width=\"700\" height=\"394\">  <\/p>\n<p>On Friday, House Democrats <a href=\"http:\/\/clerk.house.gov\/evs\/2019\/roll654.xml\" target=\"_blank\" rel=\"noopener noreferrer\">passed the Voting Rights Advancement Act<\/a>, a <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/4\" target=\"_blank\" rel=\"noopener noreferrer\">bill<\/a> that would restore and expand the protections of the Voting Rights Act that the Supreme Court&#8217;s Republican majority <a href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/6\/25\/18701277\/shelby-county-v-holder-anniversary-voting-rights-suppression-congress\" target=\"_blank\" rel=\"noopener noreferrer\">gutted in 2013<\/a>.\u200b The bill <a href=\"http:\/\/clerk.house.gov\/evs\/2019\/roll654.xml\" target=\"_blank\" rel=\"noopener noreferrer\">passed 228-187<\/a> with all 227 Democrats and Republican Rep. Brian Fitzpatrick voting in favor while the other 186 Republicans and Republican-turned-independent Rep. Justin Amash <a href=\"https:\/\/twitter.com\/justinamash\/status\/1203049207298441218\" target=\"_blank\" rel=\"noopener noreferrer\">voted against the bill<\/a>.\u200b  <\/p>\n<p>\u200b\u200bThe new legislation would establish a new formula to determine which states and localities must &#8220;preclear&#8221; any proposed changes to election laws and procedures with the Justice Department. The previous preclearance regime, which was struck down in 2013, applied to states and localities\u2014largely in the South\u2014with a history of racial discrimination in their voting laws.  <\/p>\n<p>Under the new setup, any state where officials have committed at least 15 voting rights violations over a 25-year period <a href=\"https:\/\/www.huffpost.com\/entry\/democrats-voting-rights-act_n_5c75a48ce4b0031d9562ecee\" target=\"_blank\" rel=\"noopener noreferrer\">would be required to obtain preclearance<\/a> for 10 years. If the state itself, rather than localities within the state, is responsible for the violations, it would take only 10 violations to place it under preclearance. In addition, any particular locality could individually be subjected to preclearance if it commits at least three violations.  <\/p>\n<p>Based on this formula, the VRAA would put 11 states back under preclearance: Alabama, California, Florida, Georgia, Louisiana, Mississippi, New York, North Carolina, South Carolina, Texas and Virginia.
