Hazel found that in deciding last year to add the question, the government <a href=\"https:\/\/www.washingtonpost.com\/local\/social-issues\/maryland-trial-on-census-citizenship-question-focuses-on-disenfranchisement-in-its-first-few-days\/2019\/01\/24\/b1be97cc-201b-11e9-9145-3f74070bbdb9_story.html?utm_term=.c4ba775b6247\" target=\"_blank\" rel=\"noopener noreferrer\">violated administrative law<\/a>, according to The Post.
