Jeff Merkley (D-OR) has just recently <a href=\"http:\/\/voices.washingtonpost.com\/plum-line\/2010\/12\/one_senators_modest_proposal_f.html\" target=\"_blank\">announced<\/a> his own set of proposals for Senate rules reform.
