The bill, which ran into a <a href=\"http:\/\/dpc.senate.gov\/docs\/fs-111-2-152.html\" target=\"_blank\">Republican-led filibuster<\/a> that stalled it in the Senate, is intended to close tax loopholes that incentivize the offshoring of American jobs to foreign countries. One congressman who <a href=\"http:\/\/www.opencongress.org\/vote\/2010\/h\/324\" target=\"_blank\">voted against the bill <\/a>was Rep. Mark Kirk (R-IL). <\/p>\n<p><strong>Now, it has come to light that Kirk \u2014 who is also the Illinois Republican nominee for U.S. Senate \u2014 held a fundraiser with at least a dozen American businessmen doing business in China the day before he went to the floor of the House of Representatives to vote down legislation that would help keep American jobs from moving overseas<\/strong>. <\/p>\n<p>The Capitol Fax Blog has obtained <a href=\"http:\/\/thecapitolfaxblog.com\/KFS_FR_meeting_5182010.pdf\" target=\"_blank\">an internal memo<\/a> detailing the Kirk campaign\u2019s fundraising. Interestingly, at one point the memo sets out a fundraising calendar.
