The District constituting the seat of government of the United States shall appoint in such manner as the Congress may direct:&#160;&#160; A number of electors of President and Vice President equal to the whole number of Senators and Representatives in Congress to which the District would be entitled if it were a state, but in no event more than the least populous state; they shall be in addition to those appointed by the states, but they shall be considered, for the purposes of the election of President and Vice President, to be electors appointed by a state; and they shall meet in the District and perform such duties as provided by the twelfth article of amendment.<\/p>\n<p>2:&#160; The Congress shall have power to enforce this article by appropriate legislation. <\/p>\n<\/blockquote>\n<p><font color=\"#0000ff\">The Twenty third Amendment, ratified in 1961, provides electors in Presidential elections to the District of Columbia, but limits the number of electors to the number allowed least populous state.&#160; Prior to this, Washington, DC residents could not vote for President\/VP.&#160; It is not controversial.<\/font><\/p>\n<h3 align=\"center\">Amendment XXIV<\/h3>\n<blockquote>\n<p>1.&#160; The right of citizens of the United States to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any state by reason of failure to pay any poll tax or other tax.<\/p>\n<p>2.&#160; The Congress shall have power to enforce this article by appropriate legislation.<\/p>\n<\/blockquote>\n<p><font color=\"#0000ff\">The Twenty fourth Amendment, ratified in 1964, ended the disenfranchisement of African Americans through use of a poll tax.&#160; It is not controversial.&#160; However, the Democrats who were about to become Republicans, just changed tactics and moved to literacy tests.&#160; They continue to attempt to throw up barriers against poor and minority voters to this day.&#160; As much as they deny their racism, their policies validate it.<\/font><\/p>\n<p><font color=\"#0000ff\">I shall try to put up a new article in this series almost every day.&#160; It will take some time to cover it all, but when we\u2019re done, we shall be immune to the lies with which Republicans seek to undermine our freedoms.<\/font><\/p>\n","protected":false},"excerpt":{"rendered":"<p>We have been covering the US Constitution line by line.&#160;
