Dennis Hastert, the longest-serving Republican speaker in the history of the U.S. House, indicted on charges of violating banking laws by paying $1.7 million (as part of a $3.5 million agreement) to conceal prior misconduct, which turns out to have been child molestation.<\/p>\n<p>That scandal contains another one that\u2019s received less attention: Hastert, who never made much money as a teacher or a congressman, could manage such payments because after retiring from Congress he became a <a href=\"http:\/\/www.politico.com\/story\/2015\/05\/dennis-hastert-how-he-made-income-118414.html#ixzz3cIOTyuJc\" target=\"_blank\">high-paid lobbyist<\/a>.<\/p>\n<p>This second scandal is perfectly legal but it\u2019s a growing menace.<\/p>\n<p>In the 1970s, only <a href=\"http:\/\/www.nytimes.com\/2014\/07\/20\/magazine\/eric-cantor-is-on-the-market.html?_r=0\" target=\"_blank\">3 percent<\/a> of retiring members of Congress went on to become Washington lobbyists. Now, <a href=\"http:\/\/www.nytimes.com\/2014\/07\/20\/magazine\/eric-cantor-is-on-the-market.html?_r=0\" target=\"_blank\">half<\/a> of all retiring senators and <a href=\"http:\/\/www.nytimes.com\/2014\/07\/20\/magazine\/eric-cantor-is-on-the-market.html?_r=0\" target=\"_blank\">42 percent<\/a> of retiring representatives become lobbyists.<\/p>\n<p>This isn\u2019t because more recent retirees have had fewer qualms. It\u2019s because the financial rewards from lobbying have mushroomed, as big corporations and giant Wall Street banks have sunk fortunes into rigging the game to their advantage.<\/p>\n<p><strong>In every election cycle since 2008, more money has gone into lobbying at the federal level than into political campaigns<\/strong>.
